I am surprised. I run the German version of LibreOffice and
"Standardformatierung" (Default formatting) is the very first entry
under the menu entry "Format" for me.

Which component are you using? Writer? Or something else like Calc or
Impress? If you're using Writer, you can also try to insert copied
text by using CTRL+ALT+Shift+V, this pastes text automatically as
"text only", no formatting. Unfortunately, this combination doesn't
work in the other components. 

And one more question: How did you try to apply your formatting? And
what type of formatting? Paragraph format, character format or page
format? Depending on what you're trying to achieve, you have to apply
different strategies to reach that goal.
