Please would you know how to do it with LibreOffice?

Try this:
o  Go to Format | Page... | Page | Margins, and set Bottom to zero.
o On the Borders tab, under Line arrangement | Default, select the full square.
o  Under User-defined, click the bottom line of the square to remove it.
o  Under Line | Style, select a line width and under Color a colour.
o  Go to File | Templates > | Save... to save as a template.
