On my Windows XP PC help is at 
c:\Program Files\Libre Office3.4\Basis\Help\en-GB
There is a large number of files and folders there.

There is a default location for the help file that is used. I tried to
locate a setting to remap the help files to another location but did not
find one (on Linux). The simplest is to reinstall and accept the
defaults.
