What is the format of your images ? EPS ?
Looking in the archive odt it is indeed the case. So you should check if
your EPS are containing a preview. If not you have to add one.
It works well on Linux because all distros are shipped with necessary
libs to make the preview on the fly.
It is an old issue inherited from OOo :
