Do you mean, that the object keeps ratio when you resize it? For
example, if you halve the width, that the height is halved too?
You can hold down the Shift-key while dragging to unlock the "keep
ratio" function.
With the checkbox "When creating or moving" in section 'Snap position'
in Tools > Options > Impress > Grid you can determine whether a simple
dragging will keep ratio or not. In each case the Shift-key will toggle
the behavior.
