Take a look at the Japanese localization extensions that the Japanese
l10n team for OOo created. I don't know how much of their l10n extension
codebase has been migrated into either the OOo or LibO codebase.

LibreOffice with regards to using furigana can't compete with
Microsoft Word's implementation.

However, Sun chose not to implement it. I don't know if
http://sourceforge.net/projects/itadaki/ is a viable solution.
