What use are they to a common user? and why are they presented in the
info screen?

Would a simple "LibreOffice 3.3.1", or "LibreOffice 3.3.1-rc2"  be much
clearer?

Agreed, although I can see the rationale for something like:

"LibreOffice 3.3.1 (OOO330m19, Build:8)"
