Not at this time. There are discussions going on to offer partial
upgrades in the future.

And I _think_ there is also some code work going on as well. But give
the complexity and state of the code, I wouldn't look for in-place
upgrades for some time.
BTW: typically even going from 3.3.0 to 3.3.1 using repositories (or
PPA) also requires full downloads. It may not seem like it as the
packages are updated individually, but when you add up all the packages
that get get downloaded and updated, the sum works out about to be about
the same - and in some cases more, depending upon what you have installed.
