I recall reading that you should always create/save and edit/save in odt format and then convert
when you want to share it with someone who is MS Office-only.
I understand it's an extra step, but maybe you should put in an enhancement request. I really
don't see it as a bug. Perhaps it was intentional.
If you can, try to convert them.

Change your default working zoom. 188% will about achieve what you want. The
top doesn't matter, surely? You can just move the page down a bit to see
only page and not margin.
