OpenOffice and LibreOffice use absolute paths

while Excel uses relative paths

This is not correct. OOo/LO show an absolute path. But you can choose it
to be absolute or relative:
Tools > Options > Load/save > General, section Save > relative to file
system ..

This does not apply to external links.
=MID(CELL("Filename");2;SEARCH("/[^/]+'#";CELL("Filename"))-1) [with regexes enabled in the Calc options] gets the document path. This can be used with some concatenation and INDIRECT.
