I did, with a downloaded pps (from the internet) and it is editable
after renaming it to ppt

on Windows7 (64bit)/  LibreOffice 3.3.0 / OOO330m19 (Build:6) / tag
libreoffice-3.3.0.4

Well, I need to edit a directly pps, not to rename it to ppt first...
