Well, sort of.   :-)

I realize it's possible to add *any* color(s) to a palette*, but in
order to have a truly universal /palette/, every possible 24/32 bit
combinations would have to be added. I would presume that is
impractical, if not impossible in realistic terms...? What I would
personally like to see is a color chooser widget with every possible
color directly selectable (whether by direct picking or via RGB / HSL
/ CMYK numbers, etc.), plus optionally the ability to save named
custom colors as well as to filter it to show only specific palettes
(eg, websafe colors, etc.). Nothing really new, per se -- Much like
GTK, Windows, QT, etc. -- Just not (yet) availble in LibO.

* Although the only place I've found so far in LibO where a specific
(file) palette can be loaded from disk is on the background color
attrtibutes dialog in Draw. I don't have OOo installed any longer,
but ISTR seeing the "load palette from disk" option available
elsewhere. Has that been removed or am I remembering wrong?

That will allow you to add .soc palettes in Writer et al.

You don't mention what OS & LO version you are running (unless I missed
it somewhere), but on LO linux the default .soc files for the user are
maintained in:
/home/<username>/.libreoffice/3/user/config/
Example:
cmyk.soc html.soc palette_en-US.soc  standard.soc   tango.soc
gallery.soc  libreoffice.soc  scribus.soc sun-color.soc  web.soc

When you install ZwahlenDesign extension, those .soc's are located in
the ZD_Color_Palettes folder:
~/.libreoffice/3/user/config/ZD_Color_Palettes
I've found that I can easily add other .soc's (scribus.soc for example)
in the ZD_Color_Palettes folder and hten use the ZD_Color_Palettes
extension to change for Writer et al.

I think an improvement would be to have the
Tools|Options|Libre...|Colors picker buttons available so that you could
load an .soc/palette from there. Note: You can do this in Draw by:
