[libreoffice-users] Dictionaries and Language Packs

I'm currently installing RC3 (under Windows) and something puzzles me: why is the list of dictionaries available different from the language packs? If there is some criteria for including languages in the "multi" package, shouldn't it be consistent? E.g. I can choose the Portuguese language pack but not the Portuguese dictionary.
