I am not sure you can do that on a Windows platform and I don't really 
want to mess things here, but here are two suggestions.

1. There are a few commands that are defined for LibreOffice as a whole, 
and cmd-V is one of them. At the very least, you would have to remove 
cmd-V as a global command and then – and only then – you will be able to 
replace it with "Paste unformatted". However, I see a few caveats in 
doing so:
– Will it work if you try to copy and paste between different modules in 
LibreOffice (ex.: some Calc data in Writer)? You cannot define "Paste 
unformatted" as a LibreOffice-wide command because it only exists in 
Writer (it's slightly different in Calc and very different in Draw), and 
if you define different shortcuts in each application, I really don't 
know how your system will work.
– I wonder if cmd-V isn't defined in Windows itself. I know that Apple 
defines it in the OS itself. So maybe you cannot defeat it.
– Maybe another solution would be helpful. I, for one, have reassigned 
Paste unformatted to Alt-V. It's not the same, but it is easy to use.
