event will be held at the end of the conference this year.

 the jury must response to all of applicants after selecting a location. (I
applied with the help of local institute in 2010 but the conference
selection comity did not mentioned why they were refused choose my
application.)

Since this is a global community it would be better select a location for
the 2012 event out of Europe (this year  2011-France , 2010-Hungeria). But
we need to think about VISA issues as well. Some of the countries very
strict on issuing visiting VISA.
