There is some need for face to face otherwise quality assurance doesn't
work. How would you know it was that person's work? We train trusted
assessors locally and check their work remotely - this is also an
advantage because they can make money from training locally that leads
to an official certification. There are many large training companies
around the world, many use external certification companies so there is
no conflict of interest. Governments use external certification as a way
of verifying that government funded training actually takes place. We
can work with community members setting up their own training businesses
or working in established companies. Most of the system is on-line

I don't think that there is anything in N. America.
Our partner in the USA is Bryant Patten of the National Center for Open
Source in Education. Other community members involved include Gabriel
Gurley from the USA and Evan Leibovitch from Canada, Alexandro Colorado
in Mexico. Anyone else is very welcome. Main focus in Europe initially
is simply because there is potential funding from the EU to get started
and we already have more partners in the EU trained as assessors and
using the technology.
