[libreoffice-l10n] Some information on What's New page

Hi,

For those who are translating the What's new pages that will appear when 
the automatic update is processed on Windows, there are some filtering 
that you can add to know which version you are translating.

For example to filter the 25.8 strings, you can add in the filter field:
location:25.8. And if you want to have only the remaining empty strings:
state:empty location:25.8

Note that for 26.2, the strings are not yet in Weblate. But you will 
have until end of March to translate them as the updater will be 
activated not before 26.2.2
