They are not hardcoded into LibreOffice, but they are taken from the
system, and in the case for Windows that is tied to the keyboard
layout IIRC, for Linux it is based on the UI language in Gnome, not
sure on what it depends on KDE..
Only some get explicitly replaced in LibreOffice, e.g.
https://opengrok.libreoffice.org/xref/core/vcl/win/window/keynames.cxx?r=55e59695#71
which is kind of an ugly hack IMHO...
