Have you verified if you have been given sufficient rights i 
Pootle (Mr. Elanjeliyan should check in admin interface):

<option 1> Can administrate a translation project
<option 2> Can download archives of translation projects
<option 3> Can commit to version control
<option 4> Can overwrite translations on uploading files
<option 5> Can review translations
<option 6> Can make a suggestion for a translation
<option 7> Can submit a translation
<option 8> Can view a translation project

Options 2, 4, (5), 6, 7, and 8 should probably be selected 
in your case. Each team may have different needs.
