That is because the WIndows installer already includes all the UI
translations.
But when I finished installation and try to change language to Khmer
from : Tools --> Options... --> Language Setting --> Language, there
is no Khmer for User interface field.
Is something change in language setting?
I suppose you had to explicitly mark it for installation if your OS is
not localized into Khmer.
