1) Where is the "primary" page on the translation submission process. Where
is such page for the process not involving Pootle. (Optionally, what is the
name template for the pages providing the technological info for the
translations of subsequent releases. Something like the OOO's

Initially we thought that l10n of LibreOffice 3.3 will be as simple as
taking OOo 3.3 translations and adding some extra LibreOffice specific
strings. However, some teams were not happy with their existing OOo
translations and asked for full l10n.

We have http://wiki.documentfoundation.org/Translation_for_3_3 and
http://wiki.documentfoundation.org/Mergingl10n but for 3.4 we need to
write everything down to a central page. We were in a transition but
things will settel down soon.

You don't have to use our Pootle. It only an option. I would like, if
all teams at least *stored* their translations in our Pootle, but I
cannot force anyone. :) It would be easier, if everyone uploaded the
translations to our Pootle, the team leader can disable editing.

During the lat few weeks I accepted LibreOffice 3.3.x SDF files from
numerous teams, they sent the link, and I downloaded and checked in
their translations. If you have a new Belarussian file, please send me
the link by March 6, Sunday morning. Latest en-US SDF and POT files
are at: http://ftp.fsf.hu/LibreOffice/latest-POT/ and
http://ftp.fsf.hu/LibreOffice/latest-SDF/. Later on we shall see what
is the most efficient way to submit translation.

2) Where is the "primary" page listing the translation teams and the
responsible persons.

AFAIK it is http://wiki.documentfoundation.org/Language_Teams


3) Where is the "primary" page describing the responsibilities of the
translation team.

4) Could the above mentioned address information be issued periodically with
recognisable tag (like, monthly and on major changes)?


Sure, communication must be improved. I know that not everyone reads
every e-mail on this list, so it is necessary to summarize the current
information from time to time.
