You don't have to, yet, as I think the wiki will be reorganized. You can 
however do that by just navigating to the page you want to create by its 
URL and creating it there. See MediaWiki's help for more hints.

In any case, BEFORE creating anything, please read and understand the 
page located at http://wiki.documentfoundation.org/Multilingual_Wiki . 
Note that most of the links on the Language Teams page don't follow the 
conventions outlined in this document – some for legacy reasons, but 
most because they didn't read it, and just copied/edited whatever was in 
the other row. The Language Teams page actually needs some cleanup now.
