but there is Kazakh Language Pack in downloads for LibreOffice 3.3beta3.

So, is there Kazakh PO file, which I can pick up and work on it?

you have two choices now:
1) download http://cgit.freedesktop.org/libreoffice/build/tree/po/lo-build.pot, rename it to lo-build-kk.po, work on it offline, and send it here later. 2) if you want to work online, feel free to register on http://translations.documentfoundation.org/ and work there. I've initialized the file for your language. If you choose this option, please also drop a note here to obtain the language manager rights for Kazakh.

Also, if you plan to keep on contributing to LibreOffice in future, please add yourself to the Language teams list on Wiki: http://wiki.documentfoundation.org/Language_Teams .
