Why is the en_US.utf8 locale necessary?

See the discussion that ensued in the comments at <https://gerrit.libreoffice.org/#/c/62508/>, and <https://github.com/Numbertext/libnumbertext/pull/43> "Don't depend on en_US.UTF-8 locale" to address the one problem in externallibnumbertext. I haven't yet checked whether there's more such issues, but my intend is to get those fixed and eventually revert the above configure.ac check again.
