Yes, that's the cause. The ver23 SDK is not installed on that tinderbox yet.

to this:
echo "APP_PLATFORM := android-23" >> jni/Application.mk
since
http://cgit.freedesktop.org/libreoffice/core/commit/?id=45c27ffcfd58aee86c92421af82525d873e54654

(so everything would be android-23)
