As a quick workaround I needed to configure liblangtag with '--disable-modules' and that seems to get over the test-suite's check-tag failures and consequently allows format-cells to function correctly in libreoffice. Since LO is seemingly the only thing I have currently running liblangtag, is there any imperative need for the extension modules now disabled?
No, LibreOffice doesn't require liblangtag extension modules, you can safely disable that feature.
In any event, the problem is reported in bitbucket for liblangtag.
