Buggy configure checks in the 4.1 branch

Hi, I've just been bitten by buggy configure checks which assume the presence of the non-standard "tac" utility. They are present at the very least in m4/ax_boost_system.m4 and the liborcus bundled library. The issue has already been reported to the autoconf people and applied to their devel branch.
