The GSoC 2013 has not started yet, but of course, the earlier you start
with the LibreOffice development, the higher are your chances that we
will choose you for GSoC [if we happen to be part of that, in which I
hope :-)]
The best is if you first build your own LibreOffice:

and then start with an Easy Hack:
http://wiki.documentfoundation.org/Development/Easy_Hacks
The harder Easy Hack you do, the better for you - you won't be surprised
by any GSoC task ;-)
