Add comments when adding MAB

Hi,

please, add comments into the meta bugs when you add new most annoying
bugs. One line describing the problem is enough.

It will cost you one minute but it will safe one minute for every
developer who watches new MABs on the developers mailing list using the
messages from bugzilla.

Note that different people are specialized on different kind of
problems. If you describe the problem, it increases the chance that the
right developer jumps in and solves the problem.
