According to <https://bugs.freedesktop.org/show_bug.cgi?id=47044#c23> the long standing Windows-only proxy problem is solved with <http://cgit.freedesktop.org/libreoffice/core/commit/?id=0dded0d18a5945ed5a38623068ba7aa93da39df0> "fdo#47044: Adapt to different Windows versions' InternetQueryOption behavior."

I already cherry-picked it to libreoffice-3-6, and it would be great if somebody reviewed it for cherry-picking into libreoffice-3-5. (I have no Windows builds for 3-5 or 3-6 at hand right now where I could quickly verify the backport compiles as-is, but from looking at the code I'm rather confident it does.)
