The commit above only implement no_dep correctly.. it does not force
you to use it.
if disable-dependcy-tracking is broken then don;t use it in your
autogen.lastrn...
but it seems to work for windows build, which benefit the most from that
flag


 Fair enough, I'll put it back. Non-Windows 3-5 tinderboxes should not 
use --disable-dependency-tracking for the time being.
