I think a proper fix would
be to propagate the necessary INCLUDE variable and other to rc.exe
specifically.


Yeah, but rc isn't run directly, but through vcbuild, and the way to
get vcbuild to pass INCLUDE and LIB env vars on to rc is by using the
/useenv switch. Says the documentation.

But why do we bother building lcms2 as a DLL anyway, with resources
and all? Couldn't we just build it statically?
