I don't think it is a good idea -- and it is inconsistent with what we
do now -- to overwrite CC/CXX if it has been defined by the user (not
doing that make it easier to try things, debug compiler issues, etc..)
overall, I think it would be better to separate the 'logic' (what the
option does) from the declaration of the variable.
that would make it much simpler to tweak/maintain/expand things.
