We already have that: "make build" instead of plain "make". But the
existence of that target intoduces the risk of people only using it (or
creating an alias etc.) and rarely ever running the tests, but maybe I
am just paranoid. The idea was to still have some basic testing on the
usual build (Just like we have smoketest for the bare essentials and
subsequenttests for the rest).

Anyway, lets discuss this on the next TSC call.
