so it is. To get a better overview I do queries containing
- Blocks: "Bug 12345 Most annoying X.Y bugs"
- Whiteboard contains "target:X.Y"

Unfortunately the Whiteboard target entry currently still not is done
reliably by all developers.

BTW, I am planning a "Useful Bugzilla Queries" collection on
<http://wiki.documentfoundation.org/QA-FAQ>. A solution for the
mentioned problem should be listed there.
