IMO that CTLSequenceChecking should only be turned on for e.g. Thai, and not generically on for all CTL languages. You can find it at http://opengrok.libreoffice.org/xref/libs-core/officecfg/registry/data/org/openoffice/Office/Common.xcu We should turn of *off* by default, and change install:module="ctl" to install:module="thai" and have a little thai-specific one to turn it *on* for that case.
