It's about giving a reasonable error message early before people try
to build with buggy junit which won't work.
Which is:
a) good for the LibreOffice project, because we wont get blamed for
stuff we are not responsible for (and saves us a lot of useless
ML/IRC traffic over time).
b) makes people nag their distros about the broken packages, leading to
a fix were it is broken.
