That libicudata is the biggest nuisance, causes all sorts of problems on
different platforms. Rather an odd use of an elf file as data storage

It is also huge; the biggest single files we have in our install (on
Windows at least):
I *think* icu can be configured to use a different format for the
icudata, I've never tried this, but fiddling configure options for it
might cause some different format to be generated, which at least for
testing/dumping purposes might be easier to work with.
