The decision was to _allow_ empty names and to close the ticket as NOTABUG. It's a conscious decision by the user to delete the name and it has a (limited) use case. The other ticket tdf#122445 about default names for groups is still open and relevant since it has the opposite behavior- the name is not defined by system and users do not know.
