No, we should definitely have this matter on our agenda for this Wednesday.
First, an issue may have both significant Promotion ("marketing")
aspects and significant design aspects. That means that it can be
discussed by Promotion people/bodies and by the design committee.
To make such a change - such as an introduction of a pop-up - a
discussion of both and a decision on both is merited.
Second, this matter has not even been discussed on the "Marketing"
mailing list, nor on "Marketing" Telegram channel. So, we won't even
adding onto another discussion - we will be holding the first
discussion, after the informal discussion on the Design channel.
Third, we should also discuss the _process_ here, which is also
important, even independently of how and when we bring up solicitation
banners.
