I had asked on the bug page regarding whether or not this "mental model"
was ever properly decided upon and documented - not just for users to be
able to read the documentation.

For example, I'd like to know whether, when it was adopted, that was
fully a conscious decision with a lot of buy-in, or whether it just sort
of happened gradually as functionality got implemented.

Another reason is that I couldn't tell you with any certainty what the
differences are between LO and MS Word's model for paragraph numbering,
outline level and lists.

Finally, when the current state of affairs is clearly and succinctly
presented, it would be easier to propose changes to it. For example, I,
don't like all paragraphs with the same list style are considered part
of the same list (except sometimes they don't seem to); and am wondering
whether lists should be more explicitly manageable in Writer.
