Not sure what you mean. Each element has its own chapter.

My main concern is the UI, that would be A and B.

The spec itself is out of scope for me, because it will last several 
years to change or add something. The way to change the spec starts with 
implementing a feature in LibreOffice and do this in a way, that it is 
likely, that the ODF TC will agree to it.

You want a document, that has a different order? Using the existing 
dialogs at top level?
