We stripped out the 'input box' for the Special Character dialog for GSOC 2017, and have tdf#115477 <https://bugs.documentfoundation.org/show_bug.cgi?id=115477> open to restore it. Likewise an effort to enhance the current Special Character dialog's 'favorites' & 'recently used' button lists--'localizing' them we have tdf# 120899 <https://bugs.documentfoundation.org/show_bug.cgi?id=120899> . I don't think we have to fully implementing a framework to integrate IMEs for various locals. But more can be done, like tdf#42437 <https://bugs.documentfoundation.org/show_bug.cgi?id=42437> open for macOS 'Press and Hold App' deadkey IME; and tdf#71176 <https://bugs.documentfoundation.org/show_bug.cgi?id=71176> for Point to all of this is that the Unicode handling offered in the Special Character dialog already provides a framework for manipulating polyglot text (to supplement IME provided by os/DE); and with a bit of dev effort would provide a well integrated textual input box making use of the ICU libs we already provide for handling different scripts in a document. Would envision something like the Formula bar from Calc, or the striped down implementation for Writer table cells for textual input of multiple scripts, with GUI simplifying both configuration and actual text run input.
