Floatiness of the sidebar is an evergreen and has been discussed several times in the meeting. The 
sidebar has its own HIG.

Just one question though: where does the floating Sidebar fit into this? I tried to resize other 
floating widgets and couldn't, but I can resize the floating Sidebar. And I could see why 
resizing it could be useful (as opposed to the other floating widgets).
