Well table styles involves creating a new dialog, working on the
sidebar, and working on the odf (possibly also ooxml) import and export
file format so the table styles are preserved. You'd have to be familiar
with Glade for the UI changes (create the dialog and make changes to the
sidebar) and you'd have to read up on the odf file format and understand
how this is imported and exported in the code.
When it comes to other listed projects, i'd recommend the 2 template
manager related tasks (Template Manager, Integration of the templates
repository) be worked on as it would have the largest impact on
LibreOffice users.
