[libreoffice-design] mods to Insert and Format menus in Writer now needed in other modules

With resolution of concerns in  tdf#96253
<https://bugs.documentfoundation.org/show_bug.cgi?id=96253>   for Writer,
believe the split buttons and grouped sub-menus for Insert and Format are
equally applicable for use in Calc, Impress and Draw.

Jay and Maxim's menu changes to Writer (Insert & Format) are visible on
builds of master from 2105-12-08 forward (with
6fd3f3caad1a559165dc9332249cbd0d84930775 ).  The organization is logical,
but believe it also needs to be implemented across all the modules in
similar fashion--normalizing the UI/UX.
