The idea behind
https://wiki.documentfoundation.org/Design/Analyses/Global_Options was to
analyze all of the global options together (on our IRC chat) so that we
know what do with each. Then we can design the options dialog(s) and the
advanced about:config dialog according to our standard whiteboard workflow.
I talked to Astron about these pages first, and he's okay with it.
