Another strategy, at least in GNOME, is to use Alt-` to move focus to 
the Navigator window.

I expect the Arch Linux package I'm running was built with GTK3.

Yes, I'll submit a bug report. There's no screen reader output or any 
other indication after issuing Ctrl-Shift-Pgdn.
