I am not aware of a mechanism to do this.
The scaling setting under Tools > Options > LibreOffice > View increases
the size of the menus (i.e. the text in the menus) but not of the toolbar
icons or the arrows, while setting the icon size to large in the same
dialog increases the size of the toolbar icons but not of the arrows.
It seems that we need to go through the entire UI and see if there any
other parts that fall through the cracks of the UI settings, and then
propose by which setting they should get resized.
