Perhaps the Libreoffice developers could find out what GW Micro's
installer is doing and replicate this behavior when the user enables the
assistive technology support checkbox.
Are you working with 64-bit Windows? If so, the answer Niklas gave you is
most of the issue.
With Windows installations, unless you have a really good need for a 64-bit
Java Runtime Environment on your workstation(s) you should only install a
32-bit JRE.
The current release from Oracle is JRE 1.7 update 25, Java 7 JREs from
update 6 onward include Java Access Bridge v2.0.3, build prior to that and
all Java 6 JREs require an external install of Java Access Bridge, v2.0.2
was the last posted by Oracle.
Each flavor (32-bit, 64-bit) of the JRE has a corresponding build of the
JAB, the problem with LibreOffice (or OpenOffice) is that you have to force
your 64-bit windows system to use the 32-bit JRE and JAB. Otherwise the
wrong flavor gets called. It is much simpler to not install the 64-bit JRE
& JAB! But unfortunately the folks at Ninite have built an installer that
loads both 32-bit and 64-bit JREs (with JAB v2.0.3 installed but not
active).

The current JRE 1.7 update 25 should work with out too much fuss with any
Java Access Bridge installed by GW Micro, it does not even need to be in the
same directory as the Oracle JRE as long as there are Paths or Environment
variables linking to the JAB. What ever they've done with their
installer might or might not be of use to LibreOffice packaging--but use of
it would depend on how they handle their code. Often not worth the trouble
to try to obtain.
